The U.S. Department of Education’s Office for Civil Rights (OCR) is pleased to release a technical assistance document in the form of a Question and Answer Guide regarding OCR’s Interpretation of Title IX and Single Sex Scholarships, Clubs, and other Programs.

The document describes how OCR has historically analyzed and will continue to analyze cases involving these types of scholarships, clubs, and programs, and will assist educational institutions that receive federal financial assistance with meeting their civil rights obligations under Title IX of the Education Amendments of 1972 (Title IX). It represents OCR Policy guidance and is available through OCR’s policy portal.

This guidance was released through OCR’s Outreach, Prevention, Education, and Non-Discrimination (OPEN) Center as part of a dedicated commitment to providing technical assistance that is high-quality, accurate, thorough, and legally sound.

We expect that this explanation of OCR’s historical practices will be a helpful resource for educators, administrators, and stakeholder organizations.
