Joe PUBLIC LIBRARIES WIN BIG—Capital’s Jessica Bakeman: Libraries will benefit significantly from this year’s state budget, which includes the biggest year-to-year increase in aid for the public institutions in seven years, as well as an exemption from a downstate payroll tax that was imposed in 2009 to buttress the Metropolitan Transportation Authority. Governor Andrew Cuomo and lawmakers included the $5 million increase in aid for public library systems in the budget, which brings the sector’s total state funding to $91.6 million. Dear Colleagues, We are NOT calling this an increase in state aid to libraries as it is not only below our statuary authorization, it is also below the aid that had been given in the past. Please use the term "partial restoration" when talking about this aid package. The exemption from the Metropolitan Transportation Authority tax will have a significant effect on libraries as our institutions are still laboring until a tax on tax increases in their own communities -- no matter much the communities want to support their local libraries! Most significant is the fact that we are finally being considered as the educational institutions that we are and having the budget increased for our service accordingly. Sincerely, Art Friedman P.S.
