Dear All,

Based on guidance from Citizenship Now!, I'm reaching out to ask that you work with your respective Provost's office to ensure that faculty and staff planning travel abroad are informed about resources available to them.  Although individuals with a connection to a country in the anticipated travel ban (delay notwithstanding) are the immediate priority, information about export control, re-entry and secondary inspection, and securing electronic devices applies more broadly.

Since being denied re-entry to the U.S. would impact an employee's ability to return to their duties, this guidance applies regardless of whether travel is personal or professional.

  1. Legal resources for non-U.S. citizen faculty and staff planning travel abroad:

a.      J-1 visa:  please refer to your campus RO/DSO.

b.      All other non-U.S. citizen faculty and staff (B visas, Legal Permanent Residents, etc.):  Refer to Citizenship Now!  To ensure a quick response, they should email citizenshipnowinfo@cuny.edu and (important!) put "CUNY faculty/staff" in the subject line. Although phone numbers are listed on the Citizenship Now! website, we do not recommend using them at this time.

  1. Recommendations for all CUNY faculty and staff planning international travel:

*:    broadly applicable to all CUNY faculty and staff

**:  specific to non-U.S. citizen employees

a.      Remind employees to allow sufficient time to ensure compliance with all applicable export control regulations.  (CUNY export control site)*

b.      Recommend that employees register their travel with CUNY-GO.*

c.      Remind employees about the possibility of enhanced secondary screening upon re-entry to the U.S.*

d.      Share this handout about electronic device searches at U.S. ports of entry and emphasize the importance of securing devices before departure.*

e.      Recommend employees designate a trusted U.S.-based contact who will monitor their flight's progress, confirm re-entry, and will notify your campus Public Safety office if re-entry cannot be confirmed.*

[At your Provost Office's discretion, you may offer to monitor the re-entry of travelers at higher risk directly].**

f.        Re-entry delays of non-U.S. citizens should be immediately flagged to citizenshipnowinfo@cuny.edu with "CUNY faculty/staff stuck at [airport code]" in the subject line; please cc monique.francis@cuny.edu and kimberly.holland@cuny.edu.**
