Joe PUBLIC LIBRARIES WIN BIG—Capital’s Jessica Bakeman: Libraries will benefit significantly from this year’s state budget, which includes the biggest year-to-year increase in aid for the public institutions in seven years, as well as an exemption from a downstate payroll tax that was imposed in 2009 to buttress the Metropolitan Transportation Authority. Governor Andrew Cuomo and lawmakers included the $5 million increase in aid for public library systems in the budget, which brings the sector’s total state funding to $91.6 million.
