To follow up on Andy's question from yesterday, the Higher Ed Opportunity Act of 2008 calls for protocols for authentication for students in "distance education" courses (courses designated O and FO in the CUNYfirst dialect).  I could not find terse language to share with you from the US DOE website (I will share if I unearth something useful).  On the other hand, Middle States offers good advice on this topic:
